Deployments calculation for Modern Work
Deployments score is calculated by dividing the Active usage values by the Qualified usage values and multiplying by 100 - this result must be greater than or equal to 40 percent, in order for achieving points required for membership qualification, If the results are less than 40 percent, then the customer in question will not meet the basic requirements, and no points are given. As of now, the Active usage value is the number of licenses available on a tenant, and not the actual amount of active users with a valid license assigned. Customers often have licenses with yearly commitment and also have an overage of MS 365 licenses, due to employee hirings and layoffs. This means that the calculated usage percentage if mostly lower than the real life percentages and can never reach 100%. If a customer has a negative development in employee count during the year, it can result in a declining usage score, negatively affecting the points required for the Partners membership eligibility. This even if the actual usage percentage in the customer's end is increasing. We think that the calculation for Deployment score should be changed to reflect the number of acutal active and licensed users (like the Active usage value) , and not be based on the number of licenses available on the tenant.NEWSLETTER: Nonprofit Partner Community Update | October 2025

Has anyone figured out a way to move Azure Plan subscriptions from Direct CSP to Indirect CSP without incurring customer downtime? Microsofts stance on this is absurd. Move and rebuild resources in a new Azure Plan subscription because technically Microsoft cannot reassign billing and they cornered all their new as of last year direct bill partners into tripling their revenue in 5 months with their May 2025 announcement. (300k to 1M) My clients have resources deployed that are supported but discontinued for new deployments and have global resources that cannot be subscription moved. None of this work was planned in their development budgets. I'm supposed to give them an extended, unplanned downtime so that their subscriptions are not locked due to these new Direct bill requirements. Every part of this move requires downtime in operations that was not requested by my customers. They will not look at the business continuity outage Microsoft is causing them favorably. Has anyone made any headway towards a reasonable solution to the problem. Thanks Derek LicciardiLegal-entities and sub-units in Microsoft Partner Center terms
Hi, I represent several partners with Microsoft, and we are fast growing. In our enterprise, we do as several others, we move around locations, merge them, and restructure to improve efficiency and quality. Recently Microsoft also notified us to update and improve several of our MPN/CSP identifiers with updated information, which resulted in this post about missing features and hidden Microsoft data not available in Partner Center. Starting out as a partner, you add your company in Partner Center, creating your PGA and first PLA account. Your PGA now refers to your legal entity, and your PLA is now a sub-unit under your PGA. So far so good (for a CSP business, you have your PGA be the MPN id and your PLA the CSP id). As time goes by, your business grows and you start buying other MS partner companies. In comes account merge in partner center to the rescue. This will merge your MPN (not CSP, I know, atleast not in terms of your GDAP or customer relationships, but everything else), so that all your competencies, reports and information is updated accordingly. The company you have bought and merged now still has their CSP business, but reporting under your PGA. Both their original PGA and PLA accounts are now PLA under you PGA. So far this seems to be good, but now you are missing out on some data hidden internally in Microsoft, that is nowhere to be seen, and impossible to update: this original merged PGA still refers to the original legal-entity, and the PLA is still NOT connected to your PGA, but the original PGA, which is now a PLA under your PGA. So, something like, Your PGA --> The merged PGA (which is now a PLA) --> The merged PLA. Confused yet? Now, this merged company should at some point in time become something else, maybe a department or separate location of your company. Or maybe you even move that as a department or location below some other company you have in your enterprise portfolio. Now comes the headache of updating your CSP - PLA identifiers with correct legal information. There is currently nowhere you can read what PLA id-s are considered as legal entities, and nowhere your PLA says which legal entity they are connected to. Even filing this with MS partner support is a no-go, this information is hidden so far behind support/MCAIPP/CSP/direct/indirect/vetting/engineering/developers and god knows what, that it is currently not possible to update any of it. Not even getting to read the structure of the identifiers is possible. I hope Microsoft can understand this is a big compliance issue over time. How many tax forms or payout accounts do you need? How many are using the same legal info for the same tax forms? Regardless of being a direct or indirect partner, who should really receive the bill? Who ends up as the owner of the different agreements? (I know this usually works out one way or another, but how many hours could have been saved on partner support if this was not a headache?) We need to be able to see where each identifier is connected in terms of sub-units and legal-entities. Whether by self-service or MS partner support, we need to be able to provide updates on this structure. We need to be able to change any PLA between being a legal entity or a sub-unit, and telling which legal-entity owns the sub-unit or parent legal-entity. Different partners have different setups, we have an enterprise setup where one company fully owns all the others and plan to fully merge them within a single legal entity, but still owned by the enterprise. Others have separate companies working together sharing Microsoft competencies and benefits under one umbrella. Having a way to let Microsoft know about structural changes and having this information visible and correct in partner center is crucial when working as a partner over time. Bonus tip: Most countries, even Norway has officially available records on all companies registered, on official website or by official APIs - by looking up any company registration id, you can have the 100% accurate information for all legal entities, and all sub-units, we even give you the company registration id inside partner center for your benefit.Tech Talks presents: Employee Self-Service Agent in Copilot Studio

September 23 Update: the vast majority of partners have reported that they have regained access to achievement codes. However, based on some of the comments in this thread not everyone has seen a fix. First, please follow the steps regarding the hard refresh below. We have had some partners that said they still couldn't access codes after the fix and when we had them follow the refresh steps all was good again. If that still hasn't fixed the problem, I recommend creating a new admin account on Learn. You can find the documents for that here. Once you complete the process it takes about a day for the admin account to be provisioned. I know it's a workaround, but you should regain access quicker than if we wait for a fix on the old accounts. At the same time, I do want to report to the team those accounts that still cannot access so they can determine the root cause. Please send me a direct message (click on my name / icon from any post) and let me know the email address that you are using for Learn admin that still does not have access and approximately how long you've been using that admin account. I want to understand if this remaining issue is weighted toward newer users or those that have been leveraging achievement codes for a long time. Thank you. ____________ September 11 Update #2 : we have confirmed the reappearance of the achievement code button in handful of partner accounts. We are optimistic that this has been applied to all partner accounts but still want to gather data before we claim a total fix. Please check to see if your account has regained access to the achievement code button If you still do not see it, please try these steps Close all browser windows Open a new browser and go to https://learn.microsoft.com Sign in using your Outlook.com Class Administrator account Navigate to a course or learning path detail page Perform a hard refresh (Ctrl + F5) If it still does not work, please add a reply to this thread so that we can continue to evaluate any access gaps. September 11 Update: it is apparent that this achievement code outage is now impacting most, if not all, Training Services Partners. The engineering team is working to identify where and how the issue grew so that we can properly plan a fix. Based on my knowledge of the situation this is a fix that will come in days, not hours. I will continue to update this thread each business day until we get all achievement codes back online. September 5 Update: Engineering is progressing on a fix. The soonest we would see proper functionality is end of next week (around the 12th). I will provide an additional update then. August 27 Update: Engineering is working on this and the right people are involved. Not to get too into the weeds, but it's a database migration issue across two distinct teams. They understand the urgency, and I'll bring you more updates as soon as I receive them. August 14 Update: The issue has been identified. I do not yet have a time to resolution to share but will update here when I know more. August 8 Update: We are aware there is an issue with newly onboarded partners attempting to access achievement codes for the first time. We are working on the issue but do not currently have timing on a solution. I will update here when more information becomes available. Thanks.[Discontinued] New MCT Category: End User Qualification - Now Available to TSPs
September 22, 2025 update: After careful review of application trends and evaluating how the End User MCT tier fits into our broader program strategy, we’ve decided to discontinue the tier. The demand has been significantly lower than anticipated, and the offering no longer aligns with the direction we’re taking the MCT program moving forward. A formal announcement will be posted in the MCT Lounge on September 22, providing additional context and outlining next steps. Thanks again for your understanding and ongoing support. Original message: Hi all, Our MCT team has launched a pilot program for a new MCT category called End User Qualification. This is in response to feedback we've received regarding the reduced level of technical skills required to teach our Copilot end user courses. This new status provides an easier path for trainers who are not currently MCTs to meet the requirements to deliver select Copilot courses. This has no impact on current MCTs. Trainers who have completed the AI-900 certification as well as the Instructional Skills Certificate Provider (ISCP) program are permitted to apply, but must be working for a TSP to qualify. Once accepted, the End User Qualification MCTs will be permitted to teach the following: AI-3017, AI-3025, MS-4004, MS-4005, MS-4008, MS-4012, MS-4018, MS-4019, and MS-4023. Deadline for completing End User Qualification onboarding is April 30, 2025. For more information, please see the attached FAQ. Please let me know if you have any questions.[Microsoft Partner Center] Cannot access Collaborate Feedback ID

Hello, In Partner Center, our CSP Indirect Reseller status is currently showing as Deactivated. Because of this, we are unable to manage customers or subscriptions. I would like to know: What are the common reasons this Deactivation occurs? What corrective actions are typically required to reactivate the reseller status? Should this be handled directly with Microsoft Partner Support, or escalated through the assigned indirect provider? Any guidance or best practices from the community would be very helpful. Thank you.Announcing the Migrated and Modernize Summit - September 23-24

Hello, We are looking to become a verified partner, but are unable to do so due to this error in communicating with the support team. I have tried creating multiple tickets, but after it is created, it's not possible to open it anymore. Upon opening error is thrown: "There was a problem retrieving the support request details." I'm currently in the process of publishing an Office Add-in. From what I’ve observed in Microsoft’s add-in review process, there doesn’t seem to be a way to create a preview or private link for an add-in published to the store. I’d like to obtain a private link to test the add-in across different platforms before making it publicly available. This would help ensure there are no issues when users install it from the store on various platforms. Other cloud providers, such as Google, offer similar functionality for their Google Workspace add-ons, allowing developers to test and share private versions before public release. Microsoft should consider providing a similar feature for Office Add-ins to support better testing, validation, and rollout strategies
