My Outlook will not receive some emails

This started about a week ago. I realized I haven't been able to receive certain emails. Not from any specific sender but just in general it's almost like it's picking and choosing. I have done ALL the usual troubleshoot stuff. I have nobody blocked, I have no rules applied, my OneDrive isn't full, my mailbox isn't full, my account isn't blocked, I've changed my password, I've disconnected and reconnected my account, and I've cleared my cache.

 

I have a job offer that was emailed to me and I need to reply within 24 hours. I have no idea what to do to get access to that email. What am I doing wrong here? Or what is wrong with my Outlook?
