Arrange data from row to column

I am trying to arrange my data from row to column in order to be able to upload on a platform.

=INDEX($A$2:$I$4,COLUMN(A1),ROW(A1))

A simple solution for e.g. Excel 2013 could be this formula. The formula is in cell A7 and dragged across range A7:C15.
