As of now Copilot on Windows is released for selected regions only (North America, Asia and parts of Asia and South America)
Microsoft 365 Copilot is only available in preview for selected Enterprise Customers. On November 1st 2023 it should be released ot other customers and countries but currently there are no details available if there is another restriction based on countries.
