Microsoft List New VS Update

In Microsoft List, there is a button for adding a new row in the upper left-hand side of the window.

What is a user only wants to update a record?

 

How can I provide the functionality where a user can either scroll through the list and pick one item to update or have the ability for the user to input an ID and look up the item to update that way?

A user can select any item in the list and the item should open and be editable. They can also select Edit in grid view and edit like its an Excel file. And they can use the search box at the top of the window to search by ID or any other metadata.
