Creating site template with libraries in modern SharePoint

Hi There, We currently have a site template in classic SharePoint with predetermined document libraries and within those document libraries are associated content types/templates (ppt, word, excel) that are available when you click the 'new'  button. We use it to create site for each new project and it has become outdated.  

We need to create a new site template in modern SharePoint. We'd like it to have the same document library and associated content type/template structure as we have in classic today. It's our understanding that this needs to be scripted because wizi wig is not available.  

Questions: 

1. What's the easiest way to create the new site template? 

2. Once we make the new template script in modern and build a few sites/projects, if we make changes to the template script, would previously created site/projects be impacted or only new ones going forward? 

3. As phase two of updating the template, can we create another script to automate the build of new sites/projects?
