KB5016701 Removes CONTROL PANEL access

This system was previously a member of the INSIDER PREVIEW environment

On the 25th August Windows Update installed 

Cumulative Update for Windows 11 Insider Preview (10.0.22622.586) (KB5016701)

This has removed access to the CONTROL PANEL

Due to version numbers this can NOT be fixed by using a Windows 11 CD 21H1 to repair the problem. WINDOWS UPDATE does no offer KB5016701 has an uninstall update.  How do I get the CONTROL PANEL Icon and functionality back to working?

I advise you to open start and search for feedback and open the Feedback Hub app and report this issue.

I just uninstalled the update and I'm waiting for MS to fix. You can run Control Panel by pressing Windows key + R and type "Control Panel" (no quotes) in the run location. For me there are also issues with "This PC" and File Explorer so I had to uninstall. Hoping a fix comes soon.

Unfortunately my Windows 11 system does NOT offer me the UN INSTALL option for the KB5016701 update.

winver reported the system as Version 22H2 (OS build 22622.586)

I have identified a work around that seems to rectify the problem

UNINSTALL KB5015669

winver now reports the system as

Version 22H2 (OS build 22621.586)  notice 22622 became 22621 a version change

perhaps Microsoft can explain this interesting effect

It sounds like a bug and make sure report it through Feedback Hub app as I shared earlier.

Does KB5015669 get installed with the KB5016701? Since I uninstalled the later I do not see a KB5015669. If it does get installed with the Beta Channel I could install again then remove KB5015669. In doing that the Question is by removing "new features" in this build would it put you on a path that stops "new features" in all subsequent Beta builds.
MS is very quiet on this and we need to know!!

I do not work for Microsoft and am only a system and software engineer with more than 50 years experience in IT. I did significant reading of comments etc. on the internet related to KB 5016701... The comments expressed in the following is just a theory.... Please note the separation of KB from 5016701. I discovered that everyone did not receive the same updates as what is called KB5016701 the update KB5015669 was sent earlier possibly as a component of another update. KB5015669 contains some logic or switching capability that enable components of software to be tested to operate in a test me mode. Removing KB5015669 switches OFF the to be tested logic that is contained in some other updates....
.... Maybe Microsoft would comment on this theory....

I belive you are correct. KB5015669 was included in a July 5th Beta Windows 11 Insider Preview 10.0.22622.290. (see https://betawiki.net/wiki/Windows_11_build_22622.290)
Since it is well over 6 weeks since that update I have no ability now to remove the KB5015669 as I ran a disk cleanup (which I do monthly). I would have to set the system back to before 7/5/2022 which does not seem reasonable. (I do have a Macrium backup from 7/2 just in case)

I've heard another option is to reinstall KB 5016701 then use vivetool with the command vivetool.exe /disable /id:37634385 which deactivates the file explorer tabs and solves the problem with the Control Panel.
Again I wish Microsoft would make some comment as I do not know where to go from here.

Good news.
Latest Quality update (KB5017846) from yesterday seems to have solved all the problems. New Features are working as well
