I belive you are correct. KB5015669 was included in a July 5th Beta Windows 11 Insider Preview 10.0.22622.290. (see https://betawiki.net/wiki/Windows_11_build_22622.290)
Since it is well over 6 weeks since that update I have no ability now to remove the KB5015669 as I ran a disk cleanup (which I do monthly). I would have to set the system back to before 7/5/2022 which does not seem reasonable. (I do have a Macrium backup from 7/2 just in case)
I've heard another option is to reinstall KB 5016701 then use vivetool with the command vivetool.exe /disable /id:37634385 which deactivates the file explorer tabs and solves the problem with the Control Panel.
Again I wish Microsoft would make some comment as I do not know where to go from here.

Latest Quality update (KB5017846) from yesterday seems to have solved all the problems. New Features are working as well
