add external user office 365 with SharePoint

dear all,

i'm already invite external user office 365 success 

but when user office365 try to invite another external user, they can't grant access

in my setting share point, guest can access full control

anyone can help my problem

1. Set-SPOTenant - PreventExternalUsersFromResharing 
2. Set-SPOSite - DisableSharingForNonOwners
