Teams Background Effects missing

Hello!

I have a School using Teams. Some of these Users are able to click on "Background Effects" and change the Background of a Video Convernce. 

Others have only "Background Blurr". I tried to install the exact same Version of Teams on these Accounts but no difference.

What do I have to do to use Pictures as Background?

@Daniel Schmatz I am also in an Edu tenant and we are in the same boat. However, I am not concerned as this has happened with a few other Teams features in the past as well. I normally just tell users to be patient and then a few days later they have the feature as well.

We are using Teams since March 13th, so it is nearly two month now and nothing changes. It is very disappointing to get no information - I have an guess that it differs with different Windows 10 Versions (we are on 1609 I think) and maybe Hardware or Graphics Drivers also are involved...
