Since recordings are no longer able to be uploaded to a separate site and are now stored in a users Documents > Recordings folder, how do we retain recordings made by someone if they leave the company?

This is the same problem with what does your organization do with files that are stored in OneDrive when a person leaves the company? Companies should have document lifecycle governance planned for what to do with files when a user leaves the company. Depending on who uses the video files, a best practice is for users to NOT save video files to their OneDrive account, but instead to save them to a team in Microsoft Teams or to a SharePoint site library. I know meeting videos save directly to a user's OneDrive if it isn't a channel meeting, but a user should make a habit of moving any video recordings to another location if they are not of a personal nature. When files are stored in Teams or SharePoint, then there is continuity for collaboration and sharing. However, know that your global administrator(s) have the ability to assign an alternative owner to the files of anyone who leaves the company as long as it is done within 30 days of when the user license is removed.
