Migrate Tenants

When we first migrated from on-prem exchange to Office365 we were setup in the US Region (we are a Canadian based company) so we can forced to purchase licenses/subscriptions from our reseller. They don't offer all of the licenses we need and want, and being that we are hard coded US we are unable to enter in a CC and pay directly.

 

Our only option is to migrate to a new Tenant. We also use Cloud Sync to our on-prem AD for account and password sync. When asking the best way to migrate, we were told to export the accounts in the current tenant to a CSV and import to the new, then migrate all of the mailboxes over. I don't see this working as the accounts on both tenants need to pull from our on-prem AD not manually on the cloud. As far asI know you can't create an account on cloud, then afterwards have it connect to an on-prem AD account.

But in your case you can simply configure AAD Connect to sync against the new tenant. Migrating the actual user data for the different Office 365 workloads is another story, Microsoft doesn't offer any tools that do that so your best bet is 3rd party tools.
