My account only has two licensed users, but I'm receiving a message that I'm out of licenses.

Well, that seems you have 2 licenses available then! How does your licenses and subscription pages looks like?

I found the answer.
Select "Subscriptions" under the billing tab.
Click the "Add/Remove licenses" link.
