I have two sets of data, which I need to combine with Vlookups.
When I try and compare two cells, it gives me a N/A error, but the cell format is containing a zero infront of the number.
I have set the data to "Custom" with 10 zero's to display a zero infront of the number, however the VLOOKUP does not work.
What format should the cells be in to see each other?

Number formatting doesn't affect what a formula 'sees' when it references a cell, so should make no difference. What changes everything is converting the contents to text since the internal representation of numbers and text is completely different, despite the fact that the displayed values can appear similar.
