Unable to open excel, but word and ppt is normal

I can not open the excel software in my desktop. After double-clicking the excel,  there is no response, but there is a excel process with huge memory and power usage in the task manager as shown below. 

However, the word and ppt still works.

Try clicking the details tab (in task manager) and killing all Excel.exe instances. Then launch Excel again, does it open now?

Still can not... I have ended all excel process and launch it again, still can not see any response

If I may add, Basically and in advance, I always recommend an update (OS & Office) & repair procedure, , immediately afterwards open Excel in safety mode and close it, before you take any other steps.

@HanD140 Try opening Excel in safe mode (hold down the control key while you double-click the Excel icon). Does Excel start?
