Sharing Workbook

Trying to sync workbook from 365 to desktops. Seems to work but with some people they cannot open a workbook, which is shared with them. It says read only. Works really well with most of us as we get desktop excel functionality whilst several of us are working on it at the same time,

Any ideas why it would say read only? Word files work fine.

The only reason whenever some asked I came across is version compatibility, the user who are getting read-only message are not having Microsoft 365 (Office365).
