Conditional Formatting rules omitting quadruplicates

I'm tying to create a rule that will highlight cells that do not appear at least four times. example would be in one column:

cat

cat

cat

cat

dog

dog

dog

horse

all dog cells and horse cell would highlight because they did not appear 4 times.
