Bug: add-appxpackage installs to multiple users

We've discovered that add-appxpackage run by a non-admin user will successfully install the app to the current user profile (as documented) and other profiles on the same machine. This seems to be a bug and security concern. The docs for this PowerShell command do not indicate this command is even capable of this. Anyone aware of this being a known bug?

I just got the same issue.  Installing a new version of our app using add-appxpackage on a non-admin account on top of the old version seems to have updated it for all users on the machine, even crashing the app for users currently using it...

Did you ever get any info about this?
