Why can't I add a team-call user?

I have a user I want to add as a team-call member but it is not letting me.  It give the error "If OK isn't enabled, you've picked one or more contacts who can't participate in this activity"

 

I have 3 users - 2 are voice enabled and the other isn't.  The user who isn't voice enabled is one I can add, but I can't add the voice enabled user.

 

What is causing this issue?  Any ideas?
