Error sending message to external domain\user

Hi,

I've installed Skype for Business and tried to send a message to an external user\person. As soon as I hit send I get an error This message wasn't sent to XXXX due to company policy.

 

I've logged into the O365 admin portal and have checked the settings - External access is set to "On except for blocked domains" (blocked domains is empty)

 

And there is a tick in let people use Skype for Business to communicate with Skype users outside your organisation. I've also checked the individual user and both External Skype for Business users and External Skype Users are ticked.

 

Effectively all is setup properly yet I cant send external messages? Any ideas?
