To do this migration from 2007 to 2013 We are having intermediate 2010 environment in different domain.
Example:
2007 - ABC\user
2010 - TESTDomain\user
2013 - ABC\user

Will there be any issue with permissions in this situation after migration?

Yes since the usersinfo table will still contain the same users in it after migration.

Do you mean there will be or not issues ;-)? By the way: Do you think (Sudesh) you can elaborate more on what kind of permissions issues you are talking about?

Requirement is to retain same permission in 2007 after migration to 2013. Since intermediate 2010 env is being in a test domain not sure if this can cause any issue.
