Issues accessing IRM protected file as external user

Hi Folks,

Recently we received a requirement to enable Information Rights Management for library so that the external users who are given access to this file cannot print or copy the contents.

The file type we are talking about is PDF. Using Microsoft edge internal users were able to access this file without any issue. It opened up in browser itself. 

 

However, when the same file is shared to an external user(after configuring external access and adding external domain in SPO admin center for this site) it appears they are not able to access it even after completing sign in in edge(and the same work profile in edge). 

The message they receive is as follows:

"Contact the owner of the file to give you permission". 

I checked this myself using a test tenant and gave access to a test user. The result was exactly same. Even if I check the permissions on the file, I can see the test user id there. Still not able to access the file. tried the link received from email as well(file shared with you email). 

 

Could anyone please assist me to see what I'm missing?
