Display headers/tip on Sharepoint sites

Hello everyone,
I want to apply a configuration that allows the SharePoint site to effectively display a message on the top based on the label applied on that site.
So if the label is Public, the text could read "Public documents only" and if it is confidential, it could read, "Be careful, confidential data must be saved appropriately."
I have not found a way to do that but if anyone's aware of anything, do help!

@David Mehr thanks, yes this is something ideal.
However I am not a developer, would it be at all possible that you would know of a source that gives me a step by step follow ?(specific to labels). It would be of major help to me. Thanks!
