deleted folders come back

Removed some folders a few weeks back and they came right back, without the files, just the path, any reason this should be happening?

It says it was created by a specific user, but that user, did not create them.

What could cause this issue?

1. Did that user use recycle bin to bring back the folders?
2. Was this library synced locally by the user? Maybe it created folders again?

I'll say they if they did use the recycle bin they didnt do it on purpose to bring the folders back, it seemed more like they were re-created, its alot of folders that came back.

By locally synced you mean, "always on device"? and it re-created the files through that?
