Office 2016 Outlook Login Issues

What's going on with Outlook logins?  As of about a week ago, my normal login to an Outlook account no longer works.  I set up two-factor authentication, but MS never asked for authentication.  I changed my Outlook account password.  The box requesting username and password keeps popping up.  I set up an app password.  Same thing.  Right now, I'm locked out of my Outlook account because of too many password/app password change requests; this has happened two consecutive days.  Now, the last password that I set up for the account won't work on the web, either.  I really would like to get back into my Outlook account, but MS is frustrating me at every turn.
