Missing "Accept" and "Decline" from meeting invites after setting up a Delegate

When I check "Delegate receives copies of meeting-related messages sent to me" under a delegate permissions, it removes the Accept and Decline headers from all meeting-related messages that arrive in my inbox.  Is this by design?  I would not think that having the delegate receives a copy would mean that I can no longer accept or decline meeting invites sent to me.

We have the MS Office 365 ProPlus client installed.  Outlook version 1810.

What's the value for the "Deliver meeting requests addressed to me and responses to meeting requests when I am the organizer to" setting? It should be set to "My delegates and me".

It was set to "My delegates only, but send a copy of meeting requests and responses to me (recommended)".   I just set it to "My Delegates and me" and tested it.   This is the behavior that I am looking for. Thank you !
