Not currently natively - however there are multiple uservoices to import contacts directly into Teams from sources such as .xls, .csv, Skype, Office 365 groups and many other sources other than outlook. One such uservoice is here

A logical workaround to this would be to import via excel into Outlooks which would then sync with Teams
https://support.office.com/en-gb/article/import-contacts-from-an-excel-spreadsheet-to-outlook-f64834...However this is limiting and does not solve the issue of a shared contacts list, a company contacts list or the absence of natively importing it in Teams. Contacts is an area which is very much underdeveloped and we are all looking forward to seeing it develop in the future. Many of us have been vocal on the matter.
