Can a user submit changes to form after it has been submitted?
If so, I should be able to setup a flow through power automate to somehow email the form creator when a change has been made, correct?

Yes, you can, and also to avoid have more responses per participant you can check the option "One response per person"

Solution@duncant-wssu I'm afraid @jaymaradiaga has answered a different question. It is NOT possible to submit changes to a form after it has been created. If more than one response per person is allowed then a user could submit a second response, but there is no way at all to change a response that has already been submitted.

If more than one response per person is allowed then a user could submit a second response, but there is no way at all to change a response that has already been submitted.
