Shared Bookings Pages, Teams Premium

I have setup a shared bookings page and all staff assigned have Teams Premium licenses. I am still getting the yellow banner warning that Teams Premium license is required for texting.

My tests show texting is working.

 

My question is: as the calendar gets created as a "user", are we supposed to assign a premium license to these "users"?

Secondly, if I do assign a premium license to the share shared calendar, what is the impact if the assigned staff do not have premium licenses?
