Hi Guys,
Is it possible to link a workbook or an excel sheet to online MS data entry for so that the data is entered into the workbook/sheet without copying and pasting the contents?

yes, that's possible. But as far as I know this only works with a M365 business version and OneDrive for Business.
From your M365 account, you have to open Excel in a browser. There you will find in the insert-menue a button "Forms". So you need to create the form directly from within Excel for the Web, than all the form responses will show up directly in this file.

How about linking the online version with the offline one so that the online can populate the offline automatically?

as you have to store the Excel file anyway on OneDrive in order to use it with the Excel for Web application, it will be synchronized automatically to your local OneDrive folder (depending on your local OneDrive sync-settings, of course)
