Condensed list from selections

I'm currently working on a budget/process form where I have an A process and a B process in separate tabs. All B process items need allocated to a specific entry, while only select items from the A process need moved over. 

 

In short the way I planned to do this was to have a process builder tab which would take all processes from B and link them with time inputs (matches and lookups) to build the final process configuration. The issue I have is with the A process. I need a way to condense the data so that it's easier to work with, but I don't know how to remove the blank entries. 

 

Below I have an example of the Data sets I'm trying to move with the before being what I have to start with and the After being what I'm trying to get to.
