Cannot connect to Mail to share a spreadsheet

Installed Office 2016 for Home & Student.  Using Windows 10 mail.  When I try to "share" a file via email I get the following message "There is no program associated to perform the requested action.  Please install an email program or, if one is already installed, create an association in the Default Programs control panel."

I have done all that.  I have reinstalled Office and reset the Mail & Calendar app but nothing helps.  How can this be fixed?

I have also confirmed this is not limited to Excel but I get the same error if I share a file in Word too.  This looks like the problem is with the Office Home & Student 2016 programs.
