PDF permissions in Edge using new pdf engine vs adobe acrobat reader

truly stumped on this one...

this is the same file loaded in edge using the new adobe rendering engine and acrobat reader dc displaying 2 different sets of file based permissions

any user with an adobe pro licence with the relevant adobe extension installed work fine as you'd expect allowing you to fill in the form

adobe reader dc allows you to fill in the form

edge - doesn't
any ideas?

also had another case of edge with new rendering engine + Edge with adobe pro not allowing a form to be correctly filled in as it has fields all over the show however renders perfectly in adobe acrobat reader - https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/6892...

Can you clarify what "Edge with adobe pro" means?  Is it the Acrobat extension within Microsoft Edge and this user has a paid subscription of Adobe Acrobat?  Thank you!
