Why is the Ellipsis button horizontal only in PWAs?

I have Outlook installed, and right now in Dev, the ellipsis button is vertical, looks ugly.

But in the Outlook PWA, why is it still horizontal?

@Kam thanks for the feedback. I noticed this as well, and it appears that the vertical ellipses is a bug that slipped out in Dev, but has since been fixed in Canary and should be fixed in Dev soon.
