My comments here take the flip side of this post:
My browser is set to restore my tabs when I restart. I have Outlook.com installed as a PWA.
If I close the PWA first and then close my browser, all tabs are correctly restored. However, if I close the browser and then the PWA, the tabs are not restored when I reopen the browser. I can get them back using CTRL + SHIFT + T but I shouldn't have to do this.
Bottom line is that the "on startup" option should disregard PWA's or any browser sessions that do not have tabs (modal?).

Sorry I didn't respond. I must have missed the alert. I'm on the latest release of the dev build.

Yes, same issue occurs. I have Outlook PWA open and my normal browser. I close normal browser and then Outlook. Reopen the browser and all tabs are gone (CTRL + SHIFT + T to restore). If I flip the process (close Outlook and then the browser) and the tabs are retained.
I think Edge needs to be made aware that a PWA is being closed and, if so, ignore tab settings.

I think the problem is resolved. I uninstalled the Outlook PWA and then reinstalled it. I also unpinned all Edge apps from the taskbar and repineed them. Now the tabs are retained properly regardless of which app I close first.
