Hi, this problem also occurs in the last canary releases.
My setting:
On startup: Continue where you left off

Just to make sure, you set it in settings to "On startup: Continue where you left off". then for example you have 3 tabs open in your Edge insider canary.
2 Google search tabs and 1 YouTube video tab (no new tab page open).
then you close your browser, open it again and you have 4 tabs now, is that correct?
when I test that scenario on my Edge canary, i can't reproduce it anymore.
also, are you using any PWAs? (sites added as an app in browser?)

Yes it's correct. My open tabs: Settings and three other websites.
If I close the browser and open it again, a new NTP appears.
If I don't close the new NTP and close the browser, when I open it again there will be two NTPs, and so on.
I'm not using any PWA applications.
I tried resetting the settings, but the problem persists.

my last suggestion is to either fully uninstall/reinstall your Edge canary which ultimately depends on you and how much this problem annoys you, or wait for future canary updates to hopefully fix it :)

I uninstalled and reinstalled and now the bug seems to be solved!
