Hi, this problem also occurs in the last canary releases.

Just to make sure, you set it in settings to "On startup: Continue where you left off". then for example you have 3 tabs open in your Edge insider canary.
2 Google search tabs and 1 YouTube video tab (no new tab page open).
then you close your browser, open it again and you have 4 tabs now, is that correct?
when I test that scenario on my Edge canary, i can't reproduce it anymore.
also, are you using any PWAs? (sites added as an app in browser?)

Yes it's correct. My open tabs: Settings and three other websites.
If I close the browser and open it again, a new NTP appears.
If I don't close the new NTP and close the browser, when I open it again there will be two NTPs, and so on.
I'm not using any PWA applications.
I tried resetting the settings, but the problem persists.

Thanks for the picture,
but still couldn't reproduce it.
here are the flags that I have enabled, maybe one of them is preventing it? they are harmless so you could try them
Conceal local IP addresses with mDNS hostnames. – Mac, Windows#enable-webrtc-hide-local-ips-with-mdns
Display entity suggestions using images and an enhanced layout; showing more context and descriptive text about the entity. – Mac, Windows#omnibox-rich-entity-suggestions
Changes the maximum number of autocomplete matches displayed in the Omnibox UI. – Mac, Windows#omnibox-ui-max-autocomplete-matches

Enable parallel downloading to accelerate download speed. – Mac, Windows#enable-parallel-downloading
Enables a popup containing tab information to be visible when hovering over a tab. This will replace tooltips for tabs. – Mac, Windows#tab-hover-cards
If enabled, block will appear as an option in media autoplay settings. – Mac, Windows#edge-autoplay-user-setting-block-option
Enable content collection pane and background entity extraction to support web content collection and organization scenarios. Warning: This is an early experimental feature. Content will not be synced and may be lost. – Mac, Windows#edge-collections
Drops down browser frame during browser fullscreen. – Windows#edge-enable-shy-ui
Allows users to have a richer experience when dragging images into collections that are linked to product pages that are supported by Advanced Entity Extraction. – Mac, Windows#edge-ee-secondary-for-image-drag-drop
Enables upcoming and experimental improvements to Tracking Prevention. – Mac, Windows#edge-experimental-tracking-prevention-features
Enable Grammar Tools feature in Reading View – Mac, Windows#edge-reading-view-grammar-tools
Enables the Global Media Controls UI in the toolbar. – Mac, Windows#global-media-controls
Enables DNS over HTTPS. When this feature is enabled, your browser may try to use a secure HTTPS connection to look up the addresses of websites and other web resources. – Mac, Windows#dns-over-https
my last suggestion is to either fully uninstall/reinstall your Edge canary which ultimately depends on you and how much this problem annoys you, or wait for future canary updates to hopefully fix it :)

I uninstalled and reinstalled and now the bug seems to be solved!
Many thanks for your help!
