The DST updates applied to North America only or worldwide, for example if I have a server in Singapore
A:
The DST updates contain updated time zone information for several time zones around the world (not just US time zones). Because of that we recommend applying it to all servers worldwide. This is particularly important for Exchange servers as even though they may be outside of an affected time zone, they may process creation requests for appointments within affected time zones.
