Regarding the above announcement, according to the article and the video seems the CB period ( with heterogeneous testing across end users and different organizations) was dropped and replaced with each company in charge of doing its own piloting as soon as the March/September version is released. Can someone explain why eliminating this layer of testing as CB was, is a better approach?

I don't believe they changed the concept. Only the name changed. CB is now Semi-Annual Channel Pilot and CBB is Semi-Annual Channel Broad or Business Ready. Organizations were expected to use CB for pilot/testing before broadly deploying.
