Upgrade to 2H23 retail Fails with 0x800f081f

I have a m1 Max Macbook pro running windows 11 pro ARM insider and Parallels pro. I am queued to leave insider when the new release is available. Well now that 2H23 is out I tried to install upgrade and the install fails with with 0x800f081f. when I run the microsoft pc health tool it says my processor is not supported, all other boxes are green. The current version is 22H2 ,  the build is 226231325 and  Windows Feature Experience Pack 1000.22639.1000.0. I have been running windows 11 about a year or so in this environment. I am trying to avoid a clean install. Any ideas would be greatly appreciated.

I'm having the exact same issue here, I've been queued for unenrollement for months, getting the exact error message. Running on a windows PC, build: 22623.1255 ni_release

I believe this is a bug and make sure report this using the Feedback Hub app.
