Are you able to install other updates?

That is not true, it is easy and helpful but sometimes it won't work.
In any case, the first and easier step is running the troubleshooter and depending on the result , we might advise the user on next step.

I have installed Windows 11 Insider Preview 25926.1000 (rs_prerelease) but there is still an update that won't install "Windows Intelligence Update"(Install error - 0x80070057). I also used the batch file though it helps me install the "2023-08 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows Version Next for x64 (KB5028949)". Please help.

I have seen report of error in Windows Intelligence Update and I believe this is a bug. I advise you to report this issue using the Feedback Hub app.

Même problème pour moi, la mise à jour .Net Framework 3.5 et 4.8.1 pour Windows Version Next pour les systèmes x64 (KB5028949) demande toujours un redémarrage système sans s'installer.
Et, en plus, la mise à jour Windows 11 Insider Preview 25926.1000 (rs_prerelease) donne : "Erreur de téléchargement - 0x80248007"

@TheWall52 Mesmo problema para mim, a atualização do dia .Net Framework 3.5 e 4.8.1 para Windows versão Next para sistemas x64 (KB5028949) exige sempre uma reinicialização do sistema sem instalação.

E ainda não consegui a nova versão do windows 11 insider preview, continuo com a versão:

Windows 11 Insider Preview 25921.1000 (rs_prerelease)

Alguem me ajude !!!
