sql download error

hi,

when I try to download SQL server express2022 from browser it is getting download when I open the downloaded file and accept it to execute it is showing as Oops...

when I try to uninstall all files related to SQL and again download it is showing same issue Oops...

in laptop services when I click on start SQL file is showing 1067 error.
