User has locked a page for editing for months. Admin can't override the lock.

Just a note: I'm coming onto this site as a new admin. I don't know how these user accounts or permissions were set up beforehand.

 

I have a SharePoint home page that is locked for editing by an account. We can't have the user publish or release the edit because it's an old defunct account. It's been removed from SharePoint permissions yet it's still locked for editing by this person. She's tried logging in to all her browsers to make sure there's no lingering instances of the account logged in and no result. I can't edit the page until this lock is cleared.

 

I've tried:

Deleting the page - SharePoint won't allow me to

Renaming the page - Again, SharePoint won't allow this

 

Is there any way I can release this lock without having to use powershell?
