Licensing for Microsoft Syntex

We are approaching a storage limit in the company on our SharePoint Online tenant. Ideally, we would like to implement site lifecycle policies. However, I am wondering about the licensing issue.

In the article below, you wrote that in order to use SharePoint Advanced Management, we must have a license for each user in the organization (except guests).

We have exactly 12609 users and only 5 SharePoint administrators. Do we really need to purchase 12609 licenses if only 5 people will use this functionality?

I'm not a microsoft licensing specialist, but yes SharePoint Advanced Management does require a license for all users in your enterprise (excluding guests). There was an announcement at Inspire about these services moving to SharePoint Premium with a transition SKU but the details of the new licensing are not available yet. However, they did state that the new licensing will also be user based.
