I have a sharepoint list where I have selected a column format of Date and time and selected to not include time but the column still displays time when dates are entered. Cannot figure out how to fix this.
It may not make much of a difference but I'd try altering the same settings via the List / Library settings. This will take you back to the older system admin page for that specific column, which I've always found better for applying changes to columns.
For further trouble shooting you could take a template of your List / Library and recreate it within a different site collection and see if the same error persists.
