I have a similar issue. Had an E4 license, currently have E5 on first release, and have a Planner license assigned to me. I can access planner by going to tasks.office.com, but I do not see the Planner live tile (either on portal homepage, app launcher, or listed under my apps).
I've tried different browsers, clearing cache - nothing seems to work. Any idea why my Planner tile is MIA, and how to get it back?
