Problem Sign in Outlook Classic

Can Anyone help?
I purchased a new laptop, run Windows 11, installed PC version Microsoft Office Suite and Outlook (new). I need to transfer many outlook data .pst files (emails, contacts calendar) from old computer to the new laptop. Learned from Microsoft Outlook Forum, I need to switch Outlook new to classic Outlook, then use File import to open outlook data files saved from old computer.
Although I have no problem launch and sign in Outlook new, I have problem sign in Outlook classic, error message is ”NOT NETWORK CONNECTION, Please check your network setting and try again [2604]”.  What does it mean and how to fix it?

To resolve this issue, navigate to Internet Options in the Control Panel. In the Advanced tab, enable the ‘Use TLS 1.2’ option.

Click Apply and Ok and try to open again Outlook
