Teams Meeting- Breakout Room participant self selection

I have a question about Breakout Rooms in Teams Meetings  - Can invited participants select the room they want to join after the meeting starts? I have an upcoming virtual event, basically, I want to create 5 'Q&A Breakout rooms' for the program participants to join after they join the meeting, pick a breakout room to join and have a discussion with the others during an allotted time frame (similar to finding a table to sit at in a cafeteria). If you're the meeting organizer or a breakout rooms manager, you can join any of the rooms. Not the invited participants (unless they are made a breakout rooms manager).
