Is there any detailed documentation for the Devices Management portal?

I am working on several tenants and have run into a few issues that I want to troubleshoot but can't find anything in detail.

Specific issues:

- C450HD shows as offline and has an old IP address.  Phone takes calls but seems to be having issues.  Need to know how to get the phone to show up with the new IP address and not be offline.  The user is signed in.

- If a phone is deleted from the list and recommissioned, how do you get the phone to show up again in the management list?
