Emergency Address/Location requirements for remote user

We have a remote user that lives (dual citizenship) in the US part of the year and overseas part of the year.

We are planning to deploy Teams voice with a PSTN call plan for the US.  All of our customers are in the US. So, this user would not need local phone dialing in the overseas country. 

 

How would be go about doing this, since we cannot assign a phone number with a user unless we can also associate it with an Emergency Location Address?
